Program and Project Management Support to the US Army Corps of Engineers, New Orleans District

The US Army Corps of Engineers (USACE), New Orleans District (MVN) required program and project management support for the District’s Civil Works Programs, including General Investigations (GI), Construction General (CG), Mississippi River and Tributaries programs (MR&T), and Bi-partisan Budget Act of 2018 (BBA 18) projects. GreenPoint filled this role by supporting MVN Project Managers in the execution of projects, with the goal of enabling MVN to maintain scheduled execution of projects while MVN Project Managers are involved in multiple assignments. GreenPoint was responsible for gathering available information (from sources internal and/or external to USACE) concerning project performance, schedules, and status of studies and projects managed by MVN Project Managers (PMs) and reporting the findings of the information gathered, along with guidance, advice, and recommendations to the MVN PMs to enable them to make informed decisions on advancing the projects.

Monitoring of Construction Contracts

GreenPoint performed monitoring of construction contracts from the Plans and Specifications Approval milestone through the Project Closeout milestone. This monitoring consisted of assessing schedule, by tracking currently scheduled milestone dates with respect to the baseline schedule; budget, by tracking costs incurred to date with respect to current budgets and anticipated costs; and scope, by compiling any MVN reviews or memoranda describing milestone deliverables. GreenPoint delivered weekly reports summarizing the status of each monitored construction contract by documenting contracting milestones that were nearing the scheduled due date and those milestones that were overdue.

Monitoring of Reimbursement Requests

GreenPoint continued monitoring USACE’s validation of reimbursements requested by non-Federal sponsors for in-kind engineering, real estate acquisition, and relocation expenses to facilitate USACE validation within 60-days of receipt. GreenPoint delivered semi-weekly reports summarizing the status of all outstanding reimbursement requests.

Project and Program Management Support

To support the execution of MVN programs, GreenPoint provided on-going analysis of projects and programs as directed by PM, developed tools to compile, analyze, and report data as directed by PM, and attended and summarized meetings as required. GreenPoint delivered monthly reports summarizing the previous month’s project and program support activities, and any specific reports as directed by MVN.
